2-1 | President's message Dear ISCA members, New Year is always a time to look back and keep good memories of past events like the successful INTERSPEECH 2013 event in Lyon, and to look ahead for example to the next INTERSPEECH 2014 taking place in Singapore. The full paper submission deadline is approaching on March 24 2014 and we all very much hope to see you in Singapore in September 2014! As you may have noticed, we try to establish a new tradition, i.e. a monthly message from ISCA
Board Members to actively seeking your opinions on various issues and activities of ISCA.
Last month we had a message from Kate Knill, ISCA Board Member with responsibility for Fellows seeking for your nominations for the ISCA Fellows Program. This month we will have a message from Martin Cooke, ISCA Board Member with responsibilities for Publications and ISCA Archive asking for your opinions about the merits and drawbacks of open access. With this the ISCA Board would like to encourage you to get actively engaged in the various discussions on how to further improve our association. 2-2 | A message of Martin Cooke, ISCA Board Member with responsibilities for Publications and Archive ,Pros and cons of an open ISCA
There is a growing movement, supported and in some cases led by national and transnational funding bodies, towards open access to the fruits of research, particularly that funded by the taxpayer. At the same time many researchers want to see their work reach, and influence, the widest possible audience, including those in less well-resourced institutions, industries and countries. Professional associations such as ISCA are actively debating the case for opening up their own collections. At present, the ISCA archive is partially open with the proceedings of SIGs and workshops being freely available to non-members, but the main body of the archive -- 25 years of annual conferences of Eurospeech, ICSLP and Interspeech -- is currently closed to non-members. Should ISCA follow the lead of organisations and conferences such as ACL, NAACL, EMNLP, NIPS and ICML in providing open access, or maintain members-only access as is the case for ICASSP and other IEEE conferences? The ISCA Board is currently seeking opinions about the merits and drawbacks of open access, and we welcome your comments at publication@isca-speech.org Martin Cooke

2-3 | Open call for nominations of ISCA Distinguished lecturers (Urgent)Open call for nominations of ISCA Distinguished lecturers Nominations of candidates for 2014-2015 terms are now open.
Each nomination should include the following information:
a short biography of the candidate,
selected publications,
a website, or a resume that provides this information,
plus topics/titles of up to 3 possible lectures that the candidate could give.
Nominations should be sent to dl_nominations [at] isca-speech.org.
Nominations for this year should be received before January 15, 2014.

2-4 | Call for Fellow nominations
Dear Members,
Since its introduction in 2007, ISCA's Fellows Program has recognised and honoured 40 outstanding members who have made significant contributions to the field of speech communication science and technology. Nominations are now open for the 2014 ISCA Fellows which will be presented at Interspeech 2014 in Singapore. Any ISCA member can make a nomination. The Board has simplified the nomination form this year which we hope will make nominating easier.
To qualify for this distinction, a candidate must have been an ISCA member for five years or more with a minimum of ten years experience in the field. A Fellow may be recognised by their outstanding technical contributions and/or continued significant service to ISCA. The supporting case for the candidate's nomination should include up to 3 major contributions which have had impact on the speech community and/or society in general. A nomination should be supported by 4 references from ISCA Fellows/Board Members. Current ISCA Board members are not eligible for nomination. Fellow Selection Committee members will avoid writing references for fellow candidates. The total number selected in any one year will not exceed one-third percent of the total ISCA membership in that year. Nominations should be sent to 'fellows_nomination [at] isca-speech.org' by February 10. Those who plan to nominate are strongly advised to write brief information on candidates (candidate's name and affiliation) to the above address before January 10 with your names and contacting e-mail address.
