ISCA has established a bidding process for Interspeech conferences which has been successful over the past years. In this process, feedback is provided for bidders to optimize bids prior to the deadline, the received bids are discussed first in the ISCA Advisory Council and then in the ISCA Board, and finally the ISCA Board takes a decision in terms of (one or several) votings to identify the optimum bid. For the Interspeech 2022 edition, this process led to Dublin being selected to host Interspeech 2022, as it was announced at the past Interspeech conference in Graz.
Due to several circumstances, the ISCA Board has re-assessed the Dublin bid and had to withdraw this decision very recently. As a consequence, the ISCA Board now re-opens the evaluation for Interspeech 2022 since there is currently no identified location for hosting Interspeech 2022. The ISCA Board decided that priority should be given to the bidders of the first round to update their bids, in case that they are still interested and able to host Interspeech 2022, as these bids have all been quite competitive, and the decision for Dublin was a tight one. Thus, all original bidders for Interspeech 2022 have been invited to submit an updated bid for Interspeech 2022 until November 30, 2019. These updated bids will be re-evaluated in an accelerated process, and then hopefully a new host for Interspeech 2022 will be identified. Only in case that this process leads to no adequate bid, the bid for Interspeech 2022 would be re-opened to all interested parties, possibly together with the bids for 2023.
As a consequence, also the deadline for bids for Interspeech 2023 has been postponed to February 28, 2020. All bidders which had identified themselves to us have already been informed about this deadline extension. We hope that this way we can keep the integrity and transparency of the Interspeech selection process, and identify optimum places to host Interspeech 2022 and 2023.

2-2 | Nominations for the ISCA Medal for Scientific Achievement 2020 Nominations are open for the ISCA Medal for Scientific Achievement 2020. We have brought the closing date forward to help the InterSpeech organisers in balancing keynote speakers.
The ISCA Medal for Scientific Achievement recognizes and honors an individual each year who has made extraordinary contributions to the field of speech communication science and technology. Any ISCA member can make a nomination. All nominations should be submitted to ISCA Secretariat at secretariat@isca-speech.org by 15 December 2019. The ISCA Board will select the winner by 1 February. 2-6 | ISCA Archive Analysis: a never ending story! The article 'Rediscovering 25 Years of Discoveries in Spoken Language Processing: A Preliminary ISCA Archive Analysis', published at Interspeech 2013 on the occasion of the ESCA/ISCA Silver Jubilee, has been extended to the production and analysis of the NLP4NLP corpus containing close to 65,000 articles published in major conferences and journals in speech and language processing over 50 years (1965-2015) on various aspects (publication, collaboration, citation, innovation, plagiarism,...). The results of those analyses have recently been assembled in a series of two papers published in a special issue on 'Mining Scientific Papers: NLP-enhanced Bibliometrics' of the 'Frontiers in Research Metrics and Analytics' journal :

2-8 | Prix de thèse AFCP 2019 www.afcp-parole.org Appel à candidatures Prix de thèse AFCP 2019 Depuis 2004, l'Association Francophone de la Communication Parlée (AFCP) décerne un prix scientifique récompensant la grande qualité d'un travail de thèse francophone du domaine (ou anglophone issue d’un laboratoire francophone), afin de promouvoir les recherches en communication parlée, fondamentales ou appliquées, dans le domaine des technologies de la communication, des sciences humaines et de la vie. Ce prix permet de soutenir et diffuser les travaux de jeunes chercheurs du domaine. Le prix est décerné par un jury composé des chercheurs élus du conseil d'administration de l’AFCP. Il sera officiellement remis lors des prochaines Journées d’Etudes sur la Parole. Le ou la lauréat(e) se verra remettre la somme de 500 euros et sera invité(e) à présenter ses travaux à la communauté de la communication parlée lors des prochaines JEP (inscription offerte à la conférence). Il/elle se verra également offrir l’opportunité de publier sa thèse sous la forme d’un livre dans la collection « Recherches en PArole » (éditions CIPA).
